About Us:
The Inland Empire Regional Composting Authority (IERCA) was created as a public entity on February 27, 2002 by a Joint Powers Agreement (JPA) between the Inland Empire Utilities Agency (IEUA) and County Sanitation Districts of LA County (CSDLAC). This agreement empowered both IEUA and CSDLAC to acquire, construct, operate and maintain a composting facility. IEUA and CSDLAC have jointly evaluated composting as an economically and environmentally sound method of beneficially reusing biosolids that are generated from the wastewater treatment facilities operated by each.

IERCA will focus on:
- Manufacturing in a cost effective manner an Exceptional Quality Compost in compliance with all local, state and federal regulations covering biosolid products
- Promoting conservation and environmental protection while marketing SoilPro product compost for healthy soils
- The success of the IWRCA depends on teamwork, mutual trust and respect, and commitment to the highest standards of quality, responsibility, accountability and dedication
